Bits Blog: YouTube Founders Focus on New Video Tools

If imitation is the sincerest form of flattery, Twitter should consider itself very flattered.

Wanpai, a new smartphone video recording app available only in Chinese, bears a strong resemblance to Vine, Twitter’s fast-growing service that lets users shoot and post six-second snippets of video.

Perhaps even more flattering is that the Vine clone was created by Avos, the start-up created by the YouTube co-founders Chad Hurley and Steve Chen after they left YouTube. (Google bought YouTube in 2006 and is an investor in Avos.)

In a phone interview on Thursday, Mr. Hurley acknowledged that Vine was “the inspiration” for Wanpai (which he translated from the original Mandarin as “Play Shot”). He said that Avos’s development team in Beijing, which operates with some autonomy from the company’s headquarters in San Mateo, Calif., had developed Wanpai on their own initiative.

“They didn’t think Vine was serving the market,” he said. Vine “wasn’t translated and didn’t work well in China.” (Twitter is blocked by the Chinese government and Vine is tightly integrated into the social networking service.)

Mr. Hurley said Avos’s newest creation, MixBit, to be released in July or August, would be much more original.

Although he wouldn’t divulge many details about the project, which is in private beta testing, Mr. Hurley said MixBit would provide an “intuitive” interface to help people easily create content, much the way YouTube made it easy to post videos to a wide audience.

“What we ended up creating at YouTube is a solution for distribution,” Mr. Hurley said. “What hasn’t been solved yet is the act of creation.”

He said current platforms for creating and sharing images and videos, likeTwitter and Instagram (owned by Facebook), are too focused on self-promotion, which intimidates many people.

“It limits what they put online,” he said. “Unless it’s pretty, they don’t share it.” (Anyone who has spent even 10 minutes plowing through a heap of Instagram photos or Vine videos might beg to differ.)

MixBit will enter a crowded market. In addition to Vine, which has grown to 13 million users in just four months, Instagram is expected to soon introduce its own quick-video product.

Avos first surfaced publicly in 2011 when it purchased the Delicious social bookmarking service from Yahoo. It has since kept a low profile, working on several projects, including Zeen, an online magazine creation tool that was supposed to go live a year ago but is still stuck in beta.

In contrast to the situation with the Wanpai app, Mr. Hurley said, he is directly involved in MixBit’s development. “This is a tool that I’m going to use,” he said.

That contrasts with a certain video site that he used to run. “Me, personally, I don’t upload video to YouTube,” Mr. Hurley said.

Amazon Plans an Internet Video Device

The company is developing a television set-top box and has begun discussions with outside providers of content to distribute their video services to the device, according to three people briefed on the plan, who spoke on condition of anonymity because the Amazon product had not yet been announced and remained confidential.

Amazon is planning to introduce the set-top box in the fall, one of these people said.

Bloomberg Businessweek first reported news of Amazon plans on Wednesday.

Kinley Pearsall, an Amazon spokeswoman, declined to comment.

It was not immediately clear why Amazon would bother designing its own set-top box. The device will most likely showcase Amazon’s own online video offerings, which include Prime Instant Video, a Netflix-like subscription video service with more than 40,000 movies and television episodes that is included as part of Amazon’s broader Prime membership.

Among other benefits, Prime members, who pay $79 a year, get free two-day shipping on orders bought through Amazon’s site.

Amazon also offers a much broader library of video content, totaling 150,000 titles, that anyone, including people who aren’t Prime members, can buy and rent.

But Amazon’s video services are already available on hundreds of devices, many of which connect to television sets, like game consoles, digital video recorders and Blu-ray players. An app for using Amazon’s video service is even embedded in some television sets, including models from Sony, Panasonic and Samsung.

Although Amazon was an early entrant in the e-reader market with the Kindle, the company is late to the market for set-top boxes, where the incumbents include Apple’s Apple TV device and a family of products from Roku.

Amazon, though, has considerable strengths and has shown an aptitude for reinventing itself in new categories, like cloud computing and tablet computers. One media executive who has participated in discussions with Amazon about its set-top box said he thought the company’s standing as a top shopping destination would allow it to promote its new device and give it a strong chance of attracting an audience.

The company could use other creative techniques for getting its set-top box into more living rooms.

Michael Pachter, an analyst at Wedbush Securities, said one approach that could make sense was for Amazon to sell the device for $100 or less, about what Internet set-top boxes cost today, and to include a free year of its subscription video service.

At the end of the term, customers would have an incentive to sign up for Amazon Prime to continue receiving all of its membership benefits, including the video service. “I think this is a Trojan horse to get people to join Prime,” Mr. Pachter said.

Digital Domain: Wearable Video Cameras, for Police Officers

Now, some police departments are using miniaturized video cameras and their microphones to capture, in full detail, officers’ interactions with civilians. The cameras are so small that they can be attached to a collar, a cap or even to the side of an officer’s sunglasses. High-capacity battery packs can last for an extended shift. And all of the videos are uploaded automatically to a central server that serves as a kind of digital evidence locker.

William A. Farrar, the police chief in Rialto, Calif., has been investigating whether officers’ use of video cameras can bring measurable benefits to relations between the police and civilians. Officers in Rialto, which has a population of about 100,000, already carry Taser weapons equipped with small video cameras that activate when the weapon is armed, and the officers have long worn digital audio recorders.

But when Mr. Farrar told his uniformed patrol officers of his plans to introduce the new, wearable video cameras, “it wasn’t the easiest sell,” he said, especially to some older officers who initially were “questioning why ‘big brother’ should see everything they do.”

He said he reminded them that civilians could use their cellphones to record interactions, “so instead of relying on somebody else’s partial picture of what occurred, why not have your own?” he asked. “In this way, you have the real one.”

Last year, Mr. Farrar used the new wearable video cameras to conduct a continuing experiment in his department, in collaboration with Barak Ariel, a visiting fellow at the Institute of Criminology at the University of Cambridge an assistant professor at Hebrew University.

Half of Rialto’s uniformed patrol officers on each week’s schedule have been randomly assigned the cameras, also made by Taser International. Whenever officers wear the cameras, they are expected to activate them when they leave the patrol car to speak with a civilian.

A convenient feature of the camera is its “pre-event video buffer,” which continuously records and holds the most recent 30 seconds of video when the camera is off. In this way, the initial activity that prompts the officer to turn on the camera is more likely to be captured automatically, too.

THE Rialto study began in February 2012 and will run until this July. The results from the first 12 months are striking. Even with only half of the 54 uniformed patrol officers wearing cameras at any given time, the department over all had an 88 percent decline in the number of complaints filed against officers, compared with the 12 months before the study, to 3 from 24.

Rialto’s police officers also used force nearly 60 percent less often — in 25 instances, compared with 61. When force was used, it was twice as likely to have been applied by the officers who weren’t wearing cameras during that shift, the study found. And, lest skeptics think that the officers with cameras are selective about which encounters they record, Mr. Farrar noted that those officers who apply force while wearing a camera have always captured the incident on video.

As small as the cameras are, they seem to be noticeable to civilians, he said. “When you look at an officer,” he said, “it kind of sticks out.” Citizens have sometimes asked officers, “Hey, are you wearing a camera?” and the officers say they are, he reported.

But what about the privacy implications? Jay Stanley, a senior policy analyst at the American Civil Liberties Union, says: “We don’t like the networks of police-run video cameras that are being set up in an increasing number of cities. We don’t think the government should be watching over the population en masse.” But requiring police officers to wear video cameras is different, he says: “When it comes to the citizenry watching the government, we like that.”

Mr. Stanley says that all parties stand to benefit — the public is protected from police misconduct, and officers are protected from bogus complaints. “There are many police officers who’ve had a cloud fall over them because of an unfounded accusation of abuse,” he said. “Now police officers won’t have to worry so much about that kind of thing.”

Mr. Farrar says officers have told him of cases when citizens arrived at a Rialto police station to file a complaint and the supervisor was able to retrieve and play on the spot the video of what had transpired. “The individuals left the station with basically no other things to say and have never come back,” he said.

The A.C.L.U. does have a few concerns about possible misuse of the recordings. Mr. Stanley says civilians shouldn’t have to worry that a video will be leaked and show up on CNN. Nor would he approve of the police storing years of videos and then using them for other purposes, like trolling for crimes with which to charge civilians. He suggests policies specifying that the videos be deleted after a certain short period.

A spokesman for Taser International said it had received orders from various police departments, including those in Pittsburgh, Salt Lake City and Hartford, as well as Fort Worth, Tex.; Chesapeake, Va.; and Modesto, Calif. In the San Francisco Bay Area, the police department of BART, the transit system, has bought 210 cameras and is training its officers in their use, part of changes undertaken after a BART police officer’s fatal shooting of an unarmed man in 2009.

Before the cameras, “there were so many situations where it was ‘he said, she said,’ and juries tend to believe police officers over accused criminals,” Mr. Stanley says. “The technology really has the potential to level the playing field in any kind of controversy or allegation of abuse.”

Mr. Farrar recently completed a master’s degree in applied criminology and police management at the Universiity of Cambridge. (It required only six weeks a year of residency in England.) And he wrote about the video-camera experiment in his thesis.

He says his goal is to equip all uniformed officers in his department with the video cameras. “Video is very transparent,” he said. “It’s the whole enchilada.”

Slipstream: Multiple Video Feeds Give Arena Fans the Comforts of Home

In a suite overlooking the home-side backboard, Chip Foley is watching the basketball game via live video feeds on his iPhone and iPad.

Mr. Foley is the director of building technology at the Forest City Ratner Companies, the real estate firm that developed the Barclays Center in Downtown Brooklyn and is a minority owner of the Nets. Last month, the center introduced the latest thing in virtual spectatorship: an app that streams three different high-definition video feeds for stadium visitors who want to use their smartphones and tablets to follow the game they have come to see in person.

The goal, arena executives say, is to reproduce the multiscreen experience that many fans have already adopted in the man caves of their dens or living rooms. Fans like Mr. Foley, for instance, whose home setup for events like the Super Bowl includes a 60-inch, flat-screen TV augmented by two laptops (one to follow the coaches, another for the overhead view), not to mention the iPad on which he monitors game-related Twitter posts. To compete with couch multitasking, Barclays Center has installed a high-density Wi-Fi network and multicast video technology from Cisco Systems, called StadiumVision Mobile, intended to power similarly speedy video streaming, tweeting and photo-sharing for fans at Nets games.

From instant replay technology to microphones that transmit players’ and coaches’ live comments, broadcasters have spent decades developing techniques to make fans at home feel as if they are part of the game. Now, some arenas like Barclays are adding a complementary strategy: “You are trying to replicate that experience you would have on your couch,” Mr. Foley says. Fans at Nets games, for example, can activate instant replays on the mobile feeds they are watching, a pause-and-rewind technique that mimics a remote control.

Live spectator sports involve a kind of communion — otherwise, why bother leaving the house? — that personal devices have the potential to dilute. Still, the professional sports industry may just be playing catch-up with screen-centric consumers.

After all, many fans already prefer watching magnified views on a Jumbotron to the miniature-seeming live play somewhere down below them. Likewise, some football fans now tailgate next to college bowls, bringing their own satellite dishes and TVs so they can watch the game from the parking lot instead of the stadium, says John Nauright, a professor of sports studies at George Mason University in Fairfax, Va.

And it’s not just sports. Many colleges now promote online courses over in-person lectures.

OVER the last several years, Cisco has tapped into this trend of audiences accustomed more to simulcast than to live spectacle; it has outfitted more than 100 arenas in 20 countries with its networks. One product, StadiumVision, is a video distribution system that allows the display of customized digital signs and videos on hundreds of monitors throughout an arena; the installation cost varies, depending on the site and the number of monitors, but it can cost several million dollars per stadium.

Sitting in the suite in the Barclays Center, Michael Caponigro, Cisco’s leader of global solutions marketing for sports and entertainment, says the idea is to keep fans continuously connected to the game via video monitors whether they are sitting in skyboxes, wandering concourses or standing in line at concession booths. Teams, sponsors and advertisers use the same video monitors to blanket stadiums with digital marketing.

The advanced system that Cisco installed in the Barclays Center extends that idea of continuous connectivity to individual seats, Mr. Caponigro says. It will also allow teams and brands to tailor mobile marketing to specific fans.

“We have placed two big bets with our customers, with video and mobility at the intersection of sport,” he says. Above and below the suite in the darkened stadium, smartphones glow and flicker out like fireflies. “We believe this is the new frontier of fan experience,” he adds.

To try out the new feeds, Mr. Foley, the director of building technology, clicks on the main video stream for the game on his iPad app, watching as Joe Johnson, the Nets shooting guard, disentangles himself from the pack, leaps, shoots and scores. During that play, Mr. Foley simultaneously watches on his iPhone a second, live video stream called the Slam Cam — a camera positioned directly behind the basket; a ball rockets into close-up view, hovers for a moment and then sinks through the net. A third device, an iPod Touch, displays a rawer video stream, from a hand-held sideline camera following the Bucks as they dribble back down the court.
